I had personally been so used to being able to grab Secret Lair drops a few days after they were released that I never considered Id be locked out of buying one a few hours after it went up
The sections arent cumulative the creature only gets the power and toughness listed for whatever level it is, and only has the abilities for that level (and the Level Up ability itself)
