My solution was to design the enemy legendary creatures such that they were useful in a deck with just the one color but got better when you had access to the second color
The Team Rocket set introduced Dark variants of popular Pokmon, and Dragonite's version features dramatic, moody artwork that still looks incredible decades later
This is a pretty nice idea that resembles the ninjutsu of old and could open up a very intriguing design space revolving around bouncing and re-casting creatures
