I think well see a lot of this card as the new metagame forms
Legendary creatures are often considered to be uncounterable in this format anyway, but Delighted Halfling just gives you that extra assurance that you can get there without worry (especially on game-winning legends like Emiel the Blessed or Derevi, Empyrial Tactician)
There have been stock issues for the first set of cards, due in part to high prices from local game stores and people who bought the cards in hopes of reselling them at higher prices
While three mana is a lot for counter magic, having a solid NO can make a difference
